Rural District Councils Amendment Bill & Urban Councils Amendment Bill – Write-shop

The Inter-Ministerial Taskforce on the Alignment of Legislation to the Constitution (IMT) working with the Ministry of Local Government and Public Works will be holding a writeshop (legislative drafting workshop) on the alignment of laws with the 2013 Constitution. The writeshop will focus on laws which are administered by the Ministry of Local Government and Public Works, which are; the Rural District Councils Act [Chapter 29:13] and the Urban Councils Act [Chapter 29:15]. The writeshop will be held in Kadoma from the 22nd to 25th of March 2021.

Alignment of the above laws with the Constitution will facilitate devolution in terms of Chapter 14 of the Constitution.

What is the IMT?

The Inter-Ministerial Taskforce on the Alignment of Legislation to the Constitution (IMT) was established by cabinet in February 2015 as an institutional platform and structure to facilitate the legislative alignment process. The IMT consists of legal advisors, senior state counsels and representatives from all Government ministries. The IMT is chaired by the Attorney-General of Zimbabwe. The role of IMT is to facilitate the alignment of legislation with the Constitution. This is being done with the technical support from the Centre for Applied Legal Research (CALR) and the financial support from the Delegation of the European Union.
