Line Ministries urged to expedite alignment of laws
The Inter Ministerial Taskforce on the Alignment of Legislation to the Constitution (IMT) held its first Bi-Monthly meeting for this year in Harare at the Rainbow Towers Hotel on the 30th of April 2021. The Bi-monthly meeting was chaired by the Attorney General of Zimbabwe (AG), Advocate Prince Machaya.
In his opening remarks, the AG acknowledged support rendered by the Delegation of the European Union to Zimbabwe (EU) & the Centre for Applied Legal Research (CALR). The AG also pointed that it was crucial for the IMT to align all identified pieces of legislation in terms of the timelines approved by Cabinet to create an open and democratic society in Zimbabwe, and insisted that Line Ministries should expedite alignment work for laws that they administer.
The EU provides financial support to the IMT while CALR provides technical support.
Present at the meeting were legal officers from several line ministries, representatives from the Parliament of Zimbabwe and representatives from several Civil Society Organisations (CSO). CSOs present included; Zimbabwe Elections Support Network, Justice for Children, Combined Harare Residents Association and the Harare Residents Trust.
IMT Bi-Monthly meetings are designed to assess the status of the Constitutional Legislative Alignment process, with each line ministry giving updates on the progress made thus far as well as challenges faced.
It was acknowledged that the COVID 19 curtailed some of the IMT’s work. However, the IMT adopted other measures to further pursue its mandate. The measures include use of virtual platforms to hold virtual stakeholder consultations and the use of written submissions to the IMT.
The IMT intended to complete the alignment of laws with the Constitution by the end of April, but due to COVID 19, the IMT has since revised its target and has developed a new workplan.
The IMT has held a number of radio programmes to publicize and inform the public about the status of the laws being aligned.
