Consultancy to Provide Legal Research and Legislative Drafting Services (re-issue)

The Centre for Applied Legal Research (CALR) seeks to recruit some legal research and legislative drafting experts to provide legal research and legislative drafting support services under an on-going initiative.

Under the overall supervision and direction of CALR’s Research and Advisory Unit, the Legal Research experts will:

  • Undertake research on constitutional principles and applicable international and regional best practices
  • Undertake legislative review of specified pieces of legislation and identify gaps requiring constitutional alignment
  • Make recommendations for proposed changes to specified legislation
  • Present research findings to various stakeholders at various fora including Stakeholder Consultations
  • Incorporate stakeholder input into research findings
  • Develop Drafting Instructions for legislative drafters
  • Provide technical input at various fora
  • Perform such other duty as may be assigned

Also under the overall supervision and direction of CALR’s Research and Advisory Unit, the Legislative Drafting experts will:

  • Conduct necessary legal research throughout the project, in coordination with relevant stakeholders,
  • Attend and participate in necessary meetings with stakeholders on the assignment.
  • Prepare & submit draft and final versions of the draft legislation/regulations
  • Perform such other duty as may be assigned

IDEAL CANDIDATE PROFILE

Education

  • Legal research experts should hold a Master of Laws Degree (qualifications related to governance and human rights will be an added advantage)
  • Legislative drafting experts should hold at least a Bachelor of Laws Degree and post-graduate qualifications in Law (qualifications in legislative drafting will be an added advantage)

Work experience

  • Legal research experts should have at least 7 years of professional experience in carrying out legal research
  • Applied Legal Research experience and research related to governance and human rights would be an added advantage
  • Legislative drafting experts should have at least 15 years of professional experience regarding rule of law and governance sector reforms – and within the field of legislative drafting and policy development
  • Drafting experience related to governance and human rights will be an added advantage

Languages

  • Fluent oral and writing skills in English is required.

Technical competencies

  • Strong understanding of the rule of law, including general familiarity with constitutional and institutional reforms in Zimbabwe/Southern Africa region/similarly placed jurisdictions
  • Knowledge and experience with government initiatives is highly desirable
  • Possess strong work ethic characterized by desire to achieve results. Ability to multi-task in a high-pressure environment, respond rapidly to ad hoc requests, and meet tight deadlines
  • High levels of integrity and ability to maintain confidentiality.
